We are thinking about purchasing a used Leica HDS 3600 scanner, to be used in survey as-builds and topo. and architectual facade. What would be the down side of buying this model? Anyone know of any issues or problems with them?

The 3600 is an older generation scanstation model commonly known as the scanstation 1 series, the SS2 has been on the market for a few years now and the brand new ScanStation C10 just came out so my first concern would be support for this older generation. Leica offers upgrades for the Scanstation line making the first generation comparable to the second I don't know what cost is but if you don't want to shell out the cash for a SS2 and can get the 3600 cheap enough it may be an economically viable option. If you really only want to scan for topos and general survey type work this might work for you. I however look at scanning as a service unto itself not only as a tool for surveys. Having the right equipment, software and personnel can open up many new markets and even expand your existing business within the survey realm when it comes to laser scanning.
